| In 2006 it looked like the City of Chico was moving forward
with helping pay for a needed expansion of the Butte
Humane Society. The facility has
long been considered too small to deal with the community's lost and abandoned
animals. In fiscal year 2005-6 the City Manager proposed ~$132K of RDA (redevelopment) money for capital project 12035 - Animal Shelter Expansion. The spending was approved by the City Council, but only $5,000 was actually spent. In the following fiscal year (2006-7) the City Manager proposed ~$600K of RDA money for the shelter's expansion. But the City Council approved $0. No money is proposed for this project next fiscal year. In addition, project #12035 (the Animal Shelter Expansion) has completely disappeared from the capital project lists and the long term RDA projects. It looks like it 's been cancelled. This occurred while the city was buying Comanche Creek for more than $1 million to ease our blight caused by a lack of open space. And after spending a quarter million dollars on chess tables and their environs to fix blight caused by a lack of chess tables. The Butte Humane Society is one of the oldest non-profits in our county, and has begun a capital campaign to fund it's own needs. Over the next couple of months I'll be looking more deeply into this topic. I want to find out why the animal shelter has disappeared from our capital project list. It seems odd that what should be a popular non-profit would have it's funding quietly removed. I also want to see how the organization is moving forward developing its own resources, and let people know how they might be able to help. |

September 14th-16th, with the BIG day being Saturday, the 15th. There will
be a pet-fair and discounted adoption fees. The Butte Humane Society (530-343-7917)is
located at 2579 Fair Street in Chico. If you're looking for a new pet now
may be the time to rescue one. For the next few months I'll also be highlighting animals for adoption on Commission Impossible. Below is Lola, but many other animals needing a home can be found at www.buttehumane.org . This will be an ongoing effort that I'll continue to do throughout the year. |

It is a rear wheel drive vehicle (most likely a domestic rather than an import, can't identify the vehicle...) peeling out. laying rubber. starting off the line. melting tires.
actually, the car almost looks like a subaru, but subaru's were front wheel drive from what i can remember... could possibly be an older ford escort, maybe with a mustang engine in it.
I think it's an '84 Corolla trying to pretend it's a 5 series beemer e28.
As far as I know this car was never sold in the U.S. It is an example of a production model.

so is it a European BMW M5? Looks slightly similiar. Maybe its a European AUDI?

It does look a lot like an 84-85 Corolla. One of my friends used to have one. but they are front wheel drive. so no, its not.

Hey Trev, one of my buddies put a Vette motor with a Pontiac rearend in an old VW Bus. Wasn't much room left in the back but anything's possible.

Thanks for raising my blood pressure once again. I love how the council quietly bought the Commanche Creek property after we resoundingly voted not to do so. It's too bad we don't have the ability go back and change our votes (ie Oak Valley)like certain left leaning libs on the city council.
Yes. Let me help all of you poor guys out. It's a Fiat Tempra. Sadly, one of the ugliest looking cars ever made. For the record, I am much cuter.

It's pretty unusual for a 1990's car to have rear lights that do not rap around the edge of the rear quarter panel and not have side clearance lights...so it's got to be something from Eastern Europe.
On the Animal Shelter... As I remember it: The prior RDA funding proposals involved improvements at the existing City owned site, which is way too small both in terms of building and land. Last I recall was that the BHS had purchased land North of town for a new site.
Even though the City has tossed many millions of RDA dollars into projects that are not strictly within the RDA area, they used that as a reason not to fund the new shelter site with RDA dollars…

I'm glad there's at least one person around here that can claim to be an full-fledged car expert. It looks like your previously expressed dislike for car and airplane challenges was based on a principle of fairness.
I'll try to focus less on automobiles in the future, so that you'll be adequately challenged, and to give others an opportunity to win.

It is rather frustrating to see how some projects are prioritized. But as Mark pointed out there are a number of issues with the BHS funding. I'm not clear on all of the issues so it'll take some time to work it all out.
I think purchasing Comanche Creek is a decision that was made primarily by a liberal majority of the City Council. As far as funding of other projects, or defunding in this case, I haven't seen what votes occurred (if any). It wouldn't surprise me if it occurred as part of a unanimous budget decision.
I am supposed to meet with the director of the BHS, who is currently out of town, to talk about their plans. Once I get a feel for their funding and space issues I want to untangle the removal of project 12035 from the capital projects list. It may have been a mutual decision.
All that being said, at one point the Council allotted $132K that was never spent, and the City Manager proposed $600K that was never approved. I want to find out why that money was needed last year, but is no longer needed. I also want to try and see if fast-tracking other spending got in the way of the proposed project happening.

BTW: in reference to Mark S' last comment, Children's Playground is not within the RDA zone. It rests on a tiny slice of non-RDA land.
I still want to see it improved, but that's a nice current example of RDA spending outside of the boundary of the agency. There are lots more.

The city and BHS have worked for almost two years to negotiate a new contract. When the contract fell apart nearly two fiscal years ago and BHS announced the out of town property acquisition, the city backed out of the shelter expansion because the future was unclear. For example, we (Larry Wahl and I) looked at alternative locations and alternative operators. The first allocation was for plans and engineering. Since everything was in limbo, the funding was not expended.
BHS has a very good Board of Directors and has a new Director. Together, we have forged a new, longterm agreement that makes sense to both BHS and the city. The agreement even delineates what the facility needs to be like based on contract conditions. The new relationship between the city and BHS moving forward is exciting with new technology, improved relationships between the shelter/animal control/police, and stability for both BHS and the city.
I believe that we are close to determining how a new police station will be developed and I believe this is key to making final decisions on animal control and the animal shelter. So, good timing Lon, we are close to moving forward on the shelter.

I had a similar response from the new director of BHS. At least it stated that she felt the relationship with the city was a good one, and that she wanted to maintain it.
Where did the contract negotiations break down (assuming those discussions aren't private)? From your comment it sounds like it was in relation to Animal Control needs.
Would you expect a new project to be brought forward some time in the future, or are we looking at a duplication of services where Animal Control would have a separate facility?
