Board of Supervisor will consider additional funding for Butte County Libraries when they review final revenue estimates for 2006/2007 Fiscal Year

The Board of Supervisors has agreed to give consideration for providing additional funds to the Butte County Library System in order to allow at least the minimum number of hours for the libraries to be open to serve the residents of the County. The consideration will occur after the Board has received the final revenue estimaters for the 2006/07 fiscal year.

The Board has previously given consideration to the under-funding of its libraries and now seems to be in a position to provide the necessary funds to keep the libraries open for at least the minumin number of hours since each of the major libraries are showing substantial increases in use by its citizens.

The Library System would have difficultly operating if it didn't have a large group of dedicated volunteers, but the County should not rely on just volunteers to maintain and operate the libraries.

As a member of the Butte County LIbrary Advisory Board from its appointment in 2003 and its preparation of a long-range plan for the Buttle County Library System (free of charge and without costly consulting services), the Advisory Boards has demonstrated to the Supervisors the absolute necessary for increasing the hours that the libraries remain open to serve the public.

CHICO SHOULD NOT BE PROVIDING SERVICES TO THE INDIAN CASINO-12 MILES FROM CITY LIMITS

The City Council has no business providing Police and Fire Services to the Mechoopda Indian Tribe Property (MITP), that includes a CASINO, and is about 12 miles from the Chico City Limits.

The MITP is in the unincorporated area of Butte County with Land Use and other matter, relating to development, controlled by the Board of Supervisors as well as State and Federal Laws and Regulations.

The City has enough problems providing adequate services for its residents and should not allow itself to be manipulated by the Indian Tribe representatives when the MITP is in conflict with the position of the Board of Supervisorst, that I understand has not yet been approved by the appropriate Federal Agencies.

With the City asking the Board of Supervisors cooperation with the development of the Chico Urban Area, it simply doesn't make sense to antagonize them when the development is within its jurisdication and has little impact on the City.
