Ambulance Abuse Costs $$$
A trip to the hospital in L.A. by ambulance costs $825, plus $13 a mile and $96 for Code 3, waiting time for the ambulance crew runs $38 every 15 minutes. One area drunk racked up over 115 ambulance trips last year. Everytime this guy got a little lonely or wanted some fun he called 911 for an ambulance ride to the hospital. Per LAFD policy the fire rescue also shows up for code 3 ambulance calls, thus compounding the costs for his frivilous abuse.
And the worst part is he's still doing it! We can't stop him and he doesn't care what it costs or how it ties up emergency services, he doesn't pay a dime because this is covered under Medi-Cal. Sadly, this is not an isolated case, too many people abuse the ambulance service with non-emergency calls, just like that drunk. For instance people will take an ambulance ride to the ER for the flu or something equally minor because it saves a taxi ride and there's no waiting when you arrive in an ambulance.
Your government has empowered them to abuse the system and we have no recourse except to cover their costs because your DEMOCRATIC legislators refuse to take any action. Might cost them votes!

A frequent use of the Ambulance in this town is a cross-town taxi service from the homeless shelters on the south of town to the north side of town where the government offices are. These people, already sucking off the government, suck more in order to make it to the offices where they apply for more programs. And hopefully someone in the ER will give them a place to hang out and a hot meal for their time. Definately a good use of Emergency resources.
