It purports no such thing. The point of the cartoon is that Israel has agreed to give up land in a peace agreement and agreed to the establishment of a Palestinian state and still that was not enough!
The tiny country of Israel does have, for now, a superior means of defense in terms of technology and training, however, they are forced to keep a strong defense since they are surrounded by peoples and countries, most of whom refuse to let them live within their tiny borders in peace.
I guess if one doesn’t accept that humans are capable of truly despicable things, necessitating the need for weaponry and strong defense systems, one is then free to live the utopian dream of peace through weakness and appeasement.
I think that thinking is daft!
