Update Alien Children: HHS Offers Grant Money Multiple Services Required

Thousand and thousands of young children are pouring across our Southern border without parents or relatives to care for them. It has become a crisis situation of epic proportions and federal and local governments are scrambling to find accomodations, services and medical care for them. The Department of Health and Human Services (HHS) is taking the lead by offering grant money CNS reports. The money comes with strings firmly attached and a bunch of hoops too. Excerpts:

“Residential care providers are required to provide…care providers are required to provide or arrange for the program required services in a mannter that is sensitive to the…sexual orientation, gender identity, and other important individual needs of each UAC [unaccompanied alien child],” says the official description.

Unaccompanied alien children (UAC) are required to receive a complete medical examination that includes screening for infectious disease within 48 hours of admission. They also receive “appropriate immunizations,” emergency health care services, “family planning services,” other routine medical and dental care, prescription drugs, special diets, and mental health intervention as needed…in a manner that is sensitive to the age, culture, religion, dietary needs, native language, sexual orientation, gender identity, and other important individual needs of each UAC,” the grant said.

“Residential care providers are required to provide proper physical care and shelter for UAC that includes but is not limited to suitable living accommodations (e.g., bed, chair, desk, storage for clothing and other personal items), culturally appropriate meals and snacks, several sets of new clothing, and personal grooming items…designated common areas, including space for education, recreation, and case management as well as space to hold confidential services, such as health services and counseling.” Residential care providers are required to hire staff with experience in child welfare, youth work, child care, or a related field, the grant said. The majority of staff who are responsible for delivering direct care are required to be bilingual in English and the language of the majority of unaccompanied illegal minors in their care. Although Spanish is the primary language of most young illegals, access to other languages should be available when necessary, the grant said.

Children are required to have at least one hour of “large muscle activity” a day…one hour of “structured leisure time activities… increased to a total of three hours daily on weekends and other days when school is not in session. Educational services are required to be provided daily on weekdays, and providers “are encouraged to partner with local school districts for the provision of educational services and/or for curriculum.” Children are expected to receive access to religious services of their choice. They are also required to receive at least one individual counseling session per week.

The award ceiling is $100,000,000 per budget period. The award floor is $500,000 per budget period. The expected number of awards is 60. The estimated total funding is $350 million. The awards are expected to last for three 12-month budget periods or 3 years.

Although the administration claims the services are temporary, it sounds like this administration plans on the bulk of these children making a permanent home in America to become the next wave of dreamers.
By the way, the administration defines these kids as “Unaccompanied alien children (UAC)… who have no lawful immigration status in the U.S., who have not reached the age of 18, and for whom there is no parent or legal guardian in the U.S. or no parent or legal guardian in the U.S. is available to provide care and physical custody. (emphasis mine) The repeated claim that children are being reunited with family is overstated.

    In other words they’re going to receive the medical care, shelter and food denied our veterans. And we’re going to up to one hundred million on them.

    Guess the proposed plan to turn our vacated military bases into facilities for our Vets won’t happen as long as they’re being used for all of these illegal kids.

    “We are concerned by reports that media organizations have been denied access to the Nogales Processing Center to observe and document the conditions in these facilities for the large number of unaccompanied children being held there,” they wrote to CBP Commissioner Gil Kerlikowske.

    “In the face of this humanitarian crisis, barring the news media from gathering information that is certainly in the public’s interest undermines principles fundamental to transparency and democracy,” they added. “We understand the need to ensure the privacy and safety of those individuals at this facility, but feel certain a compromise that safeguards these interests can be reached.”

    Judge Nap: Obama Directly Caused Surge of Immigrant Children at Border:

    “Judge Andrew Napolitano weighed in tonight on “The Kelly File,” blaming the president for not enforcing the law.

    “The president of the United States personally and directly caused this with a telephone and a pen,” he said, explaining that Obama has been encouraging illegal aliens.

    Filmmaker Dennis Michael Lynch has been warning of this crisis.

    “Entire villages are emptying out and coming from Central America through Mexico to the United States,” he told Megyn Kelly tonight, calling this “the tip of the iceberg.”

    Now, the administration is asking for $2 billion to address the issue.

    “This may energize the president’s base for the November elections, but this will totally alienate independents and middle Americans who will have to pay for this,” Napolitano said.

    The judge said the government is giving free food, shelter, clothing, health care, education and lawyers to these children.

    “This is the same government that dumps them on a street corner. If any of us dumped children on a street corner, we would be arrested for child abuse,” he said.”
