Temporary Police Chief Mike Dunbaugh said in a memo to the Chico City Council that the city is experiencing a sharp rise in crime which is going against the national trend. He blamed this rise on a myriad of factors, but assigned no individual weight to each.
The contributing factors according to the Chief are in no particular order: AB 109 prison population reduction program, (this was forced on Californians by the federal courts). Proposition 47 which Californians approved to reduce sentencing time for some crimes, the persistent gangs, increased substance abuse, low police staffing, the influx of people with mental health issues (that coincides with the sudden growth in the transient population).
Chief Dunbaugh appeared rather generous when he noted, we are being victimized by ” poor behavior among some in the transient population.” No kidding? Reality check: The rash of thefts, vandalism and stabbings by the so-called homeless travelers has been nothing short of epidemic, crime is up 37% here while nationally it’s falling. Time to roll up the welcome mat for the bums heading to Chico from all over the US.
Keep providing freebies and goodies, and they will come. Cut off the goodies and they head elsewhere.
I wish we could get rid of the people that encourage them to be here too.

Hundreds of students gather for rally against violence:
“Chico State students took to the streets Wednesday night to demonstrate in response to recent violence in the community. The group converged at the free speech area of campus and marched through town to City Plaza.
Political science students Taylor Johnson, Charlie Curtis and James Proffer organized the event in less than 24 hours. The group wanted to give students a way to demonstrate concerns with student safety as well as show support for victims.
“We really want to bring students together, and find that core group to be with us for the long hall,” Johnson, Chico chapter president of Pi Sigma Alpha, said.
The “long hall,” according to the organizers, would involve initiating dialogue with university administration and city council, as well as campus and city police departments to begin implementing concrete policies that would better ensure the safety of Chico State students.”
