The following are for the years 2003, 2004 and 2005, however the sampling of years reflects a consistent number over a give period of time. The study said, “States reported more than 2,000 arrest-related deaths from 2003 through 2005 — Homicides by Officers Made Up More Than Half of Such Fatalities”
Homicide by law enforcement in 2002-364, 2003-365, 2004-366, or 54.7% of the total custody related deaths due to police homicide (shooting).
In most States, the count of law enforcement homicides showed only small differences. In 33 States, looking at it from a per capita basis, they differed by fewer than 10 deaths over the 3 year period. Nine States reported counts that differed by at least 20 deaths over this period, with 5 States reporting higher counts. California had the largest measurement variation, reporting 354 homicides by law enforcement between 2003 and 2005. Florida reported 98 law enforcement homicides during the same period.
Here is the typical profile of the subject being shot and killed by police:
Nearly all of the decedents were (1) male, 98%, the average age was (2) 33 years old, and over 80% were killed by a handgun. Of those killed, (3) 30% were black.

The percentage of blacks being killed by police is actually less than expected when compared to Blacks being over-represented in criminal statistics.
Blacks accounted for over 39.4% of the prison population, but only about 100 blacks are shot and killed annually by police. Consider there are over 841,000 black males in prison, that is only about 1/10th of the total of all Blacks in prison. That means Blacks are not being killed in greater numbers than any other race. They are actually low when compared to per capita arrests as reflected by their over representation in the prison system.
Do you have any idea of how many arrests police must make to put 841,000 black males in prison? At a minimum it’s five arrests per inmate and likely a lot more. That is a lot of police officers arresting black males for serious crimes and yet only 100 of those are shot and killed resisting arrest in a given year.
I recall a study that said the typical criminal commits about 10-15 serious offenses before being arrested for the first time. And before going to prison most of them will have done county jail time on at least 5 occasions.
How do these statistics square with rhetoric coming from Black militants about police targeting black males?
A more recent law enforcement study reported:
“A 2007 special report released by the Bureau of Justice Statistics, reveals that approximately 8,000 — and, in certain years, as many as 9,000 African Americans are murdered annually in the United States. This chilling figure is accompanied by another equally sobering fact, that 93% of these murders are in fact perpetrated by other blacks. The analysis, supported by FBI records, finds that in 2005 alone, for example, African Americans accounted for 49% of all homicide victims in the US — again, almost exclusively at the hands of other African Americans.
•Black males were more vulnerable to violent victimization than black females.
•Younger blacks were generally more likely than older blacks to be victims of violence.
•Blacks who had never married were more likely than all other blacks to be victims of violence.
•Blacks in households with lower annual incomes were at a greater risk of violence than those in households with higher annual incomes.
•Blacks living in urban areas were more likely than those in suburban or rural areas to be victims of violence.
•Black victims of homicide were most likely to be male (85%) and between ages 17 and 29 (51%).
*According to the US Bureau of Justice Statistics (BJS) non-Hispanic blacks accounted for 39.4% of the total prison and jail population in 2009 (841,000 black males and 64,800 black females out of a total of 2,096,300 males and 201,200 females).
Here’s the important point you need to remember: ONLY ABOUT 110 BLACKS CRIMINALS ARE SHOT AND KILLED EACH YEAR BY POLICE. compared to the millions of encounters police officers have with Blacks who are in some way involved with crime and this is an ongoing yearly kind of thing. This homicide number is regrettable, we would prefer it to be zero, but it is absolutely miniscule when compared to the bigger picture of law enforcement contacts with Blacks or Blacks killing Blacks.
UPDATE: (More Stats from FBI and DOJ)
1. ) In 2012 9,340,00 arrests 2,460 were Black that is 28.1% of the total. Blacks committed 49.4% of murders. 32.5% of rapes, 54.9% of robberies, 34.1% of aggravated assaults, 39.9% of weapons charges, 42.8% of commercialized vice, 31.2% of drug violations, 31.4% of offenses against family and children and that’s just a sampling. These statistics support one inescapable conclusion and that is Black Americans are over represented in the criminal justice system.
2. ) In the under 18 years of age category it gets even worse. Blacks committed 50.8% of homicides and 68.6 of robberies. Blacks were 51.5% of all violent crime. Between 1980 and 2008, young adult black males had the highest homicide offending rate compared to offenders in other racial and sex categories.
