CENTCOM Altered Intel to Promote Positive Assessments

A report released by House Republicans shows that the U.S. Military’s Central Command (CENTCOM) “routinely produced” intelligence reports to “distort, suppress, or substantially alter” the results of the campaign against the Islamic State:

…Top CENTCOM leaders modified intelligence assessments to present an “unduly positive” assessment of combating the Islamic State and training the Iraqi Security Forces (ISF). … Intelligence analysts declined to be interviewed, possibly out of fear of reprisals from CENTCOM leadership, while the interviews that did take place were under the watchful eyes of DOD officials. … CENTCOM intel agents operated within a ‘toxic’ leadership environment. … General Austin’s claim to Congress that IS was in a “defensive crouch” did not reflect the data possessed at the time by CENTCOM senior leaders. … CENTCOM established an intelligence “fusion center” for IS-related intel, but kept out analysts whose views conflicted with senior intelligence leaders. … Restrictions were implemented for analysts whose views dissented from the mainstream inside CENTCOM. … Analysis was minimized in favor of details from coalition forces while intelligence was skewed to be ‘optimistic.’ … Shocking survey results showed analysts believed data was “distorted, suppressed, or substantially altered” by their supervisors. … Even after whistleblower complaints and the “alarming” internal survey last year, the Pentagon took no steps to correct its allegedly distorted intelligence process. … Mirroring the Benghazi House Committee’s complaints against the State Department, the Joint Task Force here writes it “did not receive access to all the materials it requested” and details a process of denying information and records.

    It’s a “which came first, the chicken or the egg” question.
    Da prez was all about “ISIS is JV” and “ISIS is on the run” and now we know why – the books were cooked!
    Or, did those in CENTCOM give da prez just what he wanted to hear?
    Either way, cooking the books results in people dying on the battlefield for no reason, and whomever is responsible should face charges of treason!
    Unfortunately, given the DOJ and FBI deliberate blindness, we may never know who is responsible.

    One theory offered by a pundit is that the guys at CENTCOM learned pretty quickly that the boss didn’t want to hear bad news. I wouldn’t dismiss that theory at all. What do you do with a CiC who shows no interest in devising a strategy to win, refers to the enemy as the jv team, and joins with al Qaeda and IS on the battlefield to fight Assad? You tell him what you think he wants to hear.

      Hummmm? It was Gen. John Allen who was assigned to CENTCOM to replace Petraeus when he was sent to command Afghanistan. And it was Allen who:

      2012: In November 2012, he came under investigation for possible “inappropriate-communication” concerning his correspondences with Jill Kelley, the Honorary Ambassador to U.S. Central Command Coalition Forces.

      2013: On February 10, 2013, Allen relinquished command of the International Security Assistance Force and U.S. Forces Afghanistan (USFOR-A) to General Dunford.

      He also endorsed Killary at the DNC.

    Peggy I hope they retire…what a mess we have with them in charge.

      When I saw Allen on the stage at the DNC my thoughts were, what else do they have on him and how much tighter will they pull on the chains to get him to perform? Not one mention that he was forced to resign because of his sexting emails scandal after the DNC. You’d think he retired with an honorable discharge and the highest of honors.

      Don’t know who the other military brass was on the stage with them, but knowing how many in the military feel about Obama I’m wondering who they were and were they forced to be there?

    Most likely a government. Russia tops the list, but China is a suspect, too. Certainly the text reads like it was written by Chinese-as-a-first-language person (for whatever that’s worth). This is the most interesting bit:

    This just isn’t something that can be faked in this way. (Good proof would be for The Intercept to run the code names in the new leak against their database, and confirm that some of the previously unpublished ones are legitimate.)

    This is definitely not Snowden stuff. This isn’t the sort of data he took, and the release mechanism is not one that any of the reporters with access to the material would use. This is someone else, probably an outsider…probably a government.

    Okay, so let’s think about the game theory here. Some group stole all of this data in 2013 and kept it secret for three years. Now they want the world to know it was stolen. Which governments might behave this way? The obvious list is short: China and Russia. Were I betting, I would bet Russia, and that it’s a signal to the Obama Administration: “Before you even think of sanctioning us for the DNC hack, know where we’ve been and what we can do to you.”

    They claim to be auctioning off the rest of the data to the highest bidder. I think that’s PR nonsense. More likely, that second file is random nonsense, and this is all we’re going to get. It’s a lot, though. Yesterday was a very bad day for the NSA.
    I haven’t looked at the stuff and have no intent to do so. However, people whose opinion I respect are. I find the file timestamps to be very interesting, and in fact is evidence that Snowden was not working for the Russians (but rather was a whistleblower, as he claims). It looks like the Russians had a mole in NSA while Snowden was there, and their mole had to scramble to gather up what data he had after Snowden went public and NSA security got dialed up to 11.
